Islamabad: Health activists have thrown their support behind the International Monetary Fund (IMF) recommendations for Pakistan, with a specific focus on restructuring tobacco taxation. During the event “Fueling Economic Growth through Increased Tobacco Taxation” organized by the Society for the Protection of the Rights of the Child (SPARC), activists urged the Government of Pakistan to transition to a Single Tier Tobacco Taxation System, thereby eliminating the second tier. This strategic move is deemed essential not only for boosting revenue but also for relieving the healthcare cost burdens imposed by tobacco-related illnesses.

Malik Imran Ahmed, Country head Campaign for Tobacco Free Kids (CTFK), highlighted the alignment between the IMF’s recommendations and the ongoing discussions with Pakistan. These discussions aim to tackle the nation’s fiscal and external sustainability weaknesses while fostering economic recovery and inclusive growth. A key component involves strengthening public finances through gradual fiscal consolidation, broadening the tax base in undertaxed sectors, and improving tax administration to enhance debt sustainability. Imran emphasized the urgent need to tie these objectives with tobacco taxation, stressing the imperative of reforming Pakistan’s cigarette taxation system.

Malik Imran further emphasized that revitalizing Pakistan’s cigarette taxation system transcends mere fiscal considerations; it is a matter of urgent public health concern. He lamented that despite the substantial taxes imposed on cigarettes, the revenue generated falls short of covering the healthcare costs incurred due to smoking-related illnesses. In the fiscal year 2022-23, taxes covered a meager 16% of these expenses, indicating a significant decline from 19.5% in 2019.

Dr. Khalil Ahmad Dogar, Program Manager at SPARC, underscored the alarming prevalence of tobacco use in Pakistan. With approximately 31.9 million adults aged 15 years and above reported as current tobacco users, constituting nearly 19.7% of the adult population, the dire consequences of tobacco consumption extend far beyond individual health. Dr. Khalil reiterated that over 160,000 deaths are attributed to smoking-related illnesses annually, amounting to a staggering 1.6% of the nation’s GDP each year.

Dr. Khalil stressed the urgent need for immediate action to bridge the gap between tobacco tax revenue and healthcare costs. He advocated for the adoption of a Single Tier Tobacco Taxation System, as recommended by the IMF, as a means to not only bolster revenue but also to alleviate the health and economic burdens associated with tobacco consumption.

Mirpur: President Azad Kashmir Barrister Sultan Mehmood Chaudhry, while terming unemployment as the biggest problem in Azad Kashmir, has said promoting industrialization was a key to overcome the growing unemployment in the region.

He expressed these views while talking to a delegation of local industrialists and members of the business community who called on him here today. The president said that during his tenure as the Prime Minister he had encouraged industrialization and provided facilities to investors. “As a result many people invested and set up industrial units in Azad Kashmir, especially at Mirpur”, the president said, adding that it was quite unfortunate that the subsequent governments could not provide the facilities the investors enjoyed during his period.

Urging investors to invest their capital in Azad Kashmir, Barrister Chaudhry assured the visiting delegates that the government was ready to provide all kinds of support and facilities to them.

Referring to the dwindling job opportunities, he said that it was not possible for the government to accommodate all the unemployed in the public sector. He said that the only way to create job opportunities for the youth was to promote a policy of sustainable industrialization in the liberated territory.

He said that industrialization would not only be instrumental in raising the standard of living of the people in Azad Kashmir, but it would also help to attain the goal of self-sufficiency. Barrister Chaudhry, on the occasion, said that he was well aware of the problems faced by the residents of Mirpur.  All the problems, he said, would be solved on priority basis.

Led by the President Azad Jammu and Kashmir Chamber of Commerce (AJKCC) and Industry Syed Sabir Hussain Shah, the delegation was comprised of Vice President Chaudhry Kashif Nazir Bajar, Raja Muhammad Ashfaq Ratvi, Javed Iqbal, Syed Shamriz Hussain Shah, and others. During the meeting, the AJKCC president briefed the President about the Mirpur dry port, Rathoha Hariyam bridge and the restoration of 11 thousand plots in Mirpur Development Authority in recent days.

Islamabad: The Amir of Jamaat-e-Islami Azad Jammu and Kashmir and Gilgit-Baltistan, Dr. Muhammad Mushtaq Ahmad, has stated that the agreements and resolutions present in the United Nations Security Council provide clear evidence of the legal status of the Kashmir conflict. He emphasized that India cannot unilaterally alter the constitutional, legal, and international status of occupied Kashmir. As long as the heads of two crore Kashmiris are held high, they will not accept Indian subjugation, and they will continue to strive for freedom. The Jamaat-e-Islami plans to hold an international Kashmir conference on July 13th, urging the global community to raise the Kashmir issue at national and international levels.

While condemning the transfer of 2.1 acres of land to the Maharashtra government, they deemed it part of an agenda to change the Muslim-majority character of the region. Dr. Mushtaq labeled Narendra Modi and Amit Shah as documented global terrorists, likening their actions to shedding Muslim blood like water. He urged Kashmiri journalists to raise the issue nationally and internationally. He praised the services of the Islamic Group, whether for the cause of Kashmir’s freedom, assisting the needy, or addressing natural disasters.

The event was attended by several prominent figures, including Dr. Muhammad Mushtaq Khan, Chief Editor and Owner of Kashmir Link newspaper;  Syed Akram Shah, Chief Editor of Roznama Jammu and Kashmir newspaper Aamir Mahboob, President AKNS Amjad Chaudhry, Chief Editor of Country News; Sardar Abdul Hamid, Shakeel turabi, Khawer Nawaz, Raja Kafeel, Mateen Khawaja, renowned anchor of GTV; Javed Iqbal Chaudhry, Chief Editor of Parliament Times newspaper; Nisar Kiani, Chief Editor of Kashmir Today newspaper; Raja Shafqat, Chief Editor of Al Jazeera newspaper; Raja Khalil, former Secretary-General of the National Press Club Islamabad; and many others.

Dr. Mushtaq emphasized the need for vigilance against any attempt to weaken the Kashmir issue through conspiracies. Despite India’s oppressive tactics, he reaffirmed the unwavering resolve of the people of occupied Kashmir towards freedom. He criticized the recent land transfer in Budgam district as part of an agenda to change the Muslim-majority character of the region. Dr. Mushtaq announced that the Jamaat-e-Islami would convene an international Kashmir conference on July 13th to highlight the urgency of the issue and called upon the global fraternity to play its role in resolving the Kashmir dispute. He stressed the responsibility of the people of free Kashmir in the struggle for freedom and reiterated the importance of the continuous presence of the United Nations in Kashmir as evidence of the significance and legal status of the Kashmir issue.

He expressed these views during a detailed meeting at Aiwan-e-Sadr Kashmir House in Islamabad with Dr. Reina, Ambassador of the European Union appointed in Pakistan, and Political Counselor Rakhia Kamorko. President Azad Jammu and Kashmir Barrister Sultan Mahmood Chaudhry further said that the European Union should play a mediating role between Pakistan and India on the Kashmir issue and appoint its special representative on the Kashmir issue.
