Islamabad: A high-level meeting between the Department of Inland Revenue, Azad Jammu and Kashmir (AJK), and the National Database and Registration Authority (NADRA) was held at NADRA Headquarters in Islamabad to discuss the automation of the Central Motor Vehicle Registration and Tax Management System for AJK.
The AJK Inland Revenue delegation was led by Commissioner Inland Revenue (South Zone) Mirpur, Syed Ansar Ali, and included Deputy Directors (MIS Wings) from South and North Zones, Deputy Commissioner Inland Revenue (Excise Circle) Mirpur, Audit Officer Sabir Hussain Baloch, and other officials. NADRA was represented by the Head of e-Governance, Program Manager (ETD) Alimdar Hussain Mehdi, along with Project Manager Fazal-ur-Rehman, Business Analyst Faisal Wadood, Deputy Director Masood Farooq, and Assistant Director Ishtiaq.
The meeting focused on financial and technical proposals for implementing the digital vehicle registration and tax management system in AJK. Key agenda points included introducing Smart Motor Vehicle Identification Cards (NFC-enabled), integrating biometric verification for vehicle buyers and sellers to curb fraudulent transactions, applying biometric registration for sales tax, establishing data-sharing protocols, and finalizing the system’s financial structure and implementation roadmap.
NADRA officials assured full technical support and collaboration, emphasizing that the modern digital infrastructure would ensure a transparent, secure, and automated system for vehicle registration, ownership transfer, and tax record digitization. The NADRA team also briefed the delegation about its mobile application, Pak Identity, which allows users to log in, obtain digital vehicle cards, and complete biometric verification online. NADRA will manage all necessary security features and app upgrades to facilitate this service for AJK residents.
It was noted that NADRA and the Punjab IT Board have already implemented a similar centralized vehicle registration system in Punjab, and integration between the NADRA and Punjab IT Board’s online portals has been agreed upon. NADRA will now extend these digital and technical facilities to Azad Jammu and Kashmir, including digital vehicle ID cards, ownership verification, and biometric authentication services such as fingerprint and facial recognition—advanced features not yet available in other provinces.
Commissioner Inland Revenue (South Zone) Syed Ansar Ali expressed gratitude to NADRA, stating that the initiative would be a milestone toward the complete digitalization of vehicle records in AJK, enhancing public convenience and administrative transparency. He added that under the AJK government’s digital governance and revenue reform agenda, this project represents a crucial step toward a modern, efficient, and accountable system.
The meeting concluded with both institutions agreeing to expedite the technical and financial framework and ensure swift implementation of the project. NADRA also directed its relevant departments to immediately develop the required software and data integration framework to operationalize the system without delay.
