As per available explanations, Acts, Circulars and Notifications on record, Recognizing the crucial role of a fostering growth, motivation, and job satisfaction, instead HEC here in Pakistan lacks to establish a comprehensive framework and a well-defined promotion policy for university teachers.Its why APUBTA a country wide only unified plate form of University teachers stages out protests, demonstrate rallies, and runs peaceful agitative movement for The just cause and legitimate right of their Promotion and other fringe and perks.
The role of All Pakistan Universities BPS Teachers Association-APUBTA is actively advocating for the implementation of a uniform promotion policy align’s with other government departments to address the widespread discouragement and humiliation among faculty members, which negatively impacts their professional growth and the quality of education. Uniting under the banner of APUBTA, university teachers must demand their rightful promotions legitimately.

Promotion Policies are Catalysts for Growth and Recognition to
roadmaps for career progression, valuation their hard work, loyalty, fostering job satisfaction and healthy competition, requires a comprehensive policy aligns to organizational goals, developing skills, promoting excellence with innovation, demonstrating commitment of employee towards employer, talent retention and overall success both for employees and Institutions.
Unfortunately it’s prevails disparity in HEC’s Promotion Policy highly contrast to other government departments, the HEC in Pakistan lacks a comprehensive promotion policy for university teachers, causing discrimination and demotivation among faculty members, which further leads to uncertainty, hindering career planning and growth, negatively impacting teachers’ professional development and the quality of education.
APUBTA is actively advocating for a uniform promotion policy to ensure the motivation and well-being of university teachers, benefiting the entire education system. Serving as a representative body, APUBTA voices concerns to relevant authorities, engaging in constructive dialogue with the HEC and stakeholders. Its collaborating with like-minded organizations to strengthen the impact of advocacy efforts.
For the acquisition of a uniform promotion policy, university teachers must stand and strive together, recognizing significance of their role in shaping the Nation’s future, APUBTA should increase awareness through seminars, workshops, and conferences, fostering & sensitizing community collaboration, Leverage to media platforms, APUBTA can raise public awareness through constructive and crucial dialogue with the HEC and other stakeholders for achieving the very purpose / cause.
APUBTA endeavours to collaborate with HEC to develop a transparent, merit-based policy keenly aligned with other govt departments. Factors such as performance evaluations, professional development, and years of service should be considered to ensure fairness and equal opportunities. Monitoring and evaluation mechanisms, alongside grievance redressal procedures, should also be established for effective implementation and smooth running of the affairs beneficial for Employer and employees.

For Empowering Education, Ensuring Equality and Excellence could only possible with a refined, unified, well acknowledged and less objectionable Promotion Policy, that’s the fundamental right for university teachers. The absence of such a transparent policy in this regard in HEC creates doubts, confusion, Uncertainity, depression, discouragement among faculty members. This trend and tendency of negative impacts in education system could only be dragged out through tired less efforts of either stakeholders including APUBTA, as they (university teachers) are direct beneficiary and can advocate better for their this legitimate right. APUBTA struggle for environment, beneficial for education sector keep engaging in constructive dialogue, raising awareness program’s and working for a bright future where university teachers are valued because of their indispensable role, for moulding the Nation in mould
guaranteed for sustainable Peace, Prosperity, development and security of Lives of the masses.

Non-availability of such a defined, unified Policy of Promotion creates Cleavages, rifts and ruptures endangering the foundation base of the system and suppress rights of the this tripartite Architecture (Academics+Management+ Students), needs for settling the issues with table talks resultantly a prompt implementation on the decisions taken there on.
